Yoon-ju, an out-and-out libertine, who is just obstinate enough to call himself a lecturer, is very sensitive to barking dogs. Yoon-ju’s life as a dog starts when he finds a dog living next door and subsequently kidnaps it. A chain of dog disappearances in the apartment complex raises hell. The apartment super, who has time to kill, decides to solve the case, disentangling it with an unexpected clue.

The comic events of an unusual life are the main ingredient in this movie. Other movies, No.3 and Art Museum by the Zoo, use similar strategies. Incoherence was a practice run for Barking Dogs Never Bite, which is a rebirth of the former in its complete form.

Missing of Bin-dol-ee - First Day: A dog disappears. Yun-ju reviews things in retrospect. On that day he was nervous at noise of a dog. He put his ear to wall, floor, or ceiling to find out the source of noise, but he couldn't. Later when he saw a dog in front of neighbor's door seeing him, he took it into the basement of his apartment, taking it for the source of noise. When he found out the dog could not bark because of its vocal chords operation, he went to the basement to release it. O dear! It disappears! Missing of A-ga - Only family of an old woman, dog A-ga, is killed. Hyon-nam, apartment guard, witnesses the accident. She already involved in the previous missing case by posting bills for missing Bin-dol-ee. When she witnesses the said killing on the roof, she immediately tracks the killer. Missing of Soon-ja - Fourth Day: Yun-ju's wife, Eun-shil, buys a poodle. She names it Soon-ja. But Soon-ja is only an onerous thing to Yun-ju. She importunes him to take good care of Soon-ja. Then Soon-ja suddenly disappears, and all that night long Yun-ju had to post bills to search his missing dog.
